I can only assume he means moving people into KZs or ghettos before you begin liquidating them. It's an odd sticking point, I know, but that sort of thing isn't necessary in order to perpetrate genocide, so I'm not sure what his point is. In any event, Jean Hatzfeld has already written a rather fascinating book about the perpetrators of the Rwandan genocide called "Machete Season." It's a set of interviews with ten friends who took part in the killing. I’m not completely sure what he means by “concentrating” the victims.
